Mapping Campaign Measurement, Budgeting, and Reporting Practices in Uganda’s Marketing Industry
The Uganda Advertising Association (UAA), in partnership with ReelAnalytics, hosted a members-only presentation of a landmark industry report examining the state of campaign measurement, budgeting, and reporting practices in Uganda’s marketing ecosystem.
The study provides a directional yet credible view of how marketing decisions are currently made across agencies, corporates, NGOs, media, and government units. Using a mixed-methods approach—including surveys, key informant interviews, and focus group discussions—the research explores how budgets are allocated, how performance is measured, and where accountability gaps persist.
Key Insights from the Report
1. Budgeting Remains Intuition-Driven
40% of marketing budgets are directed by management decisions, while only 15% are guided by research. Traditional media continues to dominate media allocation, accounting for 65.9% of spend, with digital at 14.5%. This reflects both structural constraints and trust dynamics within the industry.
2. Reporting Lacks Analytical Depth
While 55% of organizations report monthly, most rely on Word and PowerPoint formats. Only 10% use digital dashboards. KPIs are largely focused on engagement and awareness metrics, with ROI and sales conversion tracking remaining below 30%.
3. Digital Adoption Is High, but Measurement Is Fragmented
Social media advertising and influencer marketing dominate digital activity, yet only 35% of organizations measure ROI across both traditional and digital channels. Analytics tools are largely external, highlighting limited local data systems.
4. Data Gaps and Skills Shortages Persist
Respondents identified limited access to reliable local data, high data costs, and insufficient analytical skills as major barriers. Data analytics and ROI measurement emerged as top capacity-building priorities.
The Way Forward
The report positions measurement as the next frontier for linking creativity with commercial accountability. It recommends:
- Establishing shared industry analytics platforms
- Standardizing reporting frameworks and dashboards
- Strengthening data governance standards
- Building analytical capacity across agencies and brands
- Creating a UAA-led industry Insight Hub to promote collaboration
Industry Impact
Uganda’s marketing sector is innovative and growing. However, without stronger measurement systems, its economic impact risks being undervalued. The report calls for a cultural shift—from activity-based marketing to evidence-driven performance.
Through strategic leadership and collaboration, UAA aims to position Uganda as a regional leader in data-informed creativity and marketing accountability.
